A momentous highlight of the Training-Workshop on Time Series and Forecasting held on August 18, 2025, at Almont Beach Resort, Surigao City, was the Ceremonial Memorandum of Understanding (MOU) Signing—a significant milestone that marks the beginning of stronger international and inter-institutional collaboration in research, innovation, and academic development.

The MOU was signed between:

  • Surigao del Norte State University (SNSU)
  • Statistical Learning Laboratory (SaLLy), Brazil
  • Mathematical, Statistical Computing, and Research Center (MSCRC), Caraga State University (CSU)

This tripartite partnership is a pivotal step toward advancing statistical research, data science applications, and forecasting methodologies not only in the Caraga Region but also in the global academic landscape. It underscores SNSU’s unwavering commitment to building international linkages while strengthening local academic partnerships.

In her message, Dr. Rowena A. Plando, University President of SNSU, emphasized that the collaboration embodies the university’s vision of providing inclusive education and fostering research excellence. The agreement paves the way for knowledge exchange, faculty and student research collaborations, joint projects, and capability-building initiatives.

Dr. Paulo Canas Rodrigues of SaLLy, Brazil, and Dr. Jayrold Arcede of CSU also shared their messages of support, highlighting the importance of collaborative efforts in driving research and innovation. Both reaffirmed their commitment to advancing mathematical modeling, statistical computing, and research-driven development through this partnership.

The MOU signing ceremony stands as a landmark event, positioning SNSU as a proactive institution that bridges international expertise with local initiatives. It not only formalizes academic partnerships but also lays the groundwork for future innovations that will benefit students, faculty, and the wider community.
