Surigao del Norte State University led by the University President Dr. Rowena A. Plando together with Dr. Mauricio S. Adlaon (VP for Administration), Dr. Ronita E. Talingting (VP for Academic Affairs), Ms. Mary Ann M. Narciso (Budget Officer), and Mr. Junson T. Barrios (Planning Officer) attended the Pre-Plenary Budget Hearing and Plenary Budget Hearing at the House of Representatives, Batasan Hills, Quezon City. PASUC President Dr. Tirso A. Ronquillo was also present, joining the representatives of State Universities and Colleges (SUCs) of Mindanao on September 23 and 25, 2025.
The Pre-Plenary Budget Hearing session on September 23, 2025 was presided over by Hon. Bernadette S. Barbers, Vice-Chairperson of the Committee on Appropriations and Representative of Surigao del Norteโs 2nd District alongside Hon. Imelda Quibranza Dimaporo, Vice-Chairperson of the Committee on Appropriations and Representative of Lanao del Norteโs 1st District, Kabataan Partylist Representative Renee Louise Manda Co and Cong. Rufus B. Rodriguez.
During the Plenary Budget Hearing on September 25, 2025, Hon. Mikaela Angela B. Suansing, Chair, Committee on Appropriations mentioned that the total deficiency as of Year 2025 amounts to P12, 307,136.000 shall be paid as CHED committed to allocate P7, 821,022,998.18 from the Higher Education Development Fund (HEDF) to cover the Full Higher Education (FHE) deficiency for all State Universities and Colleges (SUCs), through a special provision authorized by Congress to be placed in the 2026 Appropriations Act. Additionally, the remaining amount will be provided by the legislative body to cover the remaining FHE deficiency payments.
